Coriolanus Snow is a native of The Capitol and is the tyrannical President of Panem. It is revealed by Finnick Odair that he poisoned his allies, as he believes that they would become future foes, but he had to drink the poison as well so that he wouldn't attract suspicion. This is the reason he always wears a genetically engineered rose, to cover the scent of blood on his breath. A ruthlessly cruel man, President Coriolanus Snow was obsessed with perfection and maintained little respect for human life. He is a very tyrannical ruler who ruled over Panem with an iron fist. He constantly threatened, and killed people who stood in his way to holding absolute power over Panem. He was not hesitant to use people for his personal advantage. For example, he used Finnick and other (unknown) attractive victors and sold them into prostitution to affluent Capitol citizens. Cashmere was also one of his victims of prostitution. Snow tried to prostitute Johanna Mason as well, but she refused to go along with his plan. Because of this, he ruthlessly killed her loved ones. His obsession with perfection arises out of his paranoia. He is paranoid that he will lose his power. As a result he murders allies and enemies alike, and in his effort to still appear perfect he drinks his own murderous poison, and is left with a mouthful of bloody sores, which are the only outward sign of his insanity. He uses the thick perfume of the roses to cover the thick scent of his bloody mouth. He fails however, as Katniss describes his aroma as that of faux roses and blood. His name, Snow, and his white roses symbolize his mental need to appear flawless, despite his obvious flaws. Despite all this, he claims that he is not wasteful. He had always wished to marry her, but she married Mr. Everdeen instead, a kind but lowly coal miner. Mrs. Everdeen gave everything up to marry Mr. Everdeen, including her house, her job, her friends and family. She moved to the Seam with her husband. After his death in a mine explosion when Katniss was 11 years old, the Mayor gave the families of the miners killed in the explosion medals and a small amount of money meant to last the family a month until Mrs. Everdeen could find employment. The bereaved widow fell into a severe depression, spending most of her time in bed or in a chair, leaving her unable to care for her children. The money ran out and Katniss ended up having to support the family. Only after Katniss came home with the burnt bread that Peeta gave her Mrs. Everdeen began to recover. Katniss has never forgiven her for this period of time. Quiet and not talkative, Mrs. Everdeen does not waste her breath on unnecessary chatter. She has a habit of leaving the sane realm and heading into her own little world, but she is always aware and ready when a patient comes to call. Katniss is always amazed when she is brought a wounded or sick patient: "she morphs from someone who calls her daughter to kill a spider to a woman immune to fear", Katniss says. Mrs. Everdeen however lost hope and was devastated after her husband died which resulted in Katniss keeping the family alive. She would sit and stare hopelessly into space acting dreary and helpless most days. However, before Mr. Everdeen's death, it was said that she was full of life, and was very in love with him. Little is known about Cinna's background, He rose through the ranks of the Capitol to become a stylist for the tributes of the Games. His role as a double agent implies that he was a trusted member of District 13 who sought to undermine Panem's regime. In Catching Fire, Cinna is in the Launch Room with Katniss to say his farewells (as he is unsure if either are going to survive) when three Peacekeepers dash out and start to beat Cinna with spiked gloves hitting him first in the temple, knocking him to the floor. Katniss and her stylist are separated by a glass tube, so she is forced to watch, screaming his name as the guards drag a bleeding, unconscious Cinna away. In Mockingjay, Katniss is told that Cinna is believed to have been killed during interrogation. Since District 12 is the coal mining district, he amazed the Capitol audiences by focusing on the fire more than the actual coal. To introduce the 74th Hunger Games' tributes, Katniss Everdeen and Peeta Mellark, to the Capitol, he designed an outfit which certainly caught the audience's attention. The outfit made it seem like Katniss Everdeen and Peeta Mellark were on fire. Cinna' designs suggest that he is intelligent and crafty, able to create noteworthy imagery around his tributes so that they will be noticed. He maintains strong control over his emotions so that his subtle acts of defiance towards the Capitol will not be too obvious. He personally told Katniss that he channels his emotions through his work. He does however show care for Katniss and a deep desire to oppose the Capitol through his knowledge of fashion. Cinna is described as being a "brilliant, enigmatic, lovely" person who takes pride in his work. He is also a very caring person. Despite being Capitol raised, in the movie, he says he is sorry that Katniss became a tribute, to her. Unlike most, who just congratulate her. He attempts to calm Katniss down right before the 74th Hunger Games by holding her hand and saying if he was allowed to bet, he would bet on her. He seems to be something of a father figure for her, as well as a friend. Katniss also wonders if his "Calm and normal demeanour masks a complete mad man" as mentioned in Book One.

Effie Trinket is the escort of the District 12 tributes, including Katniss Everdeen and Peeta Mellark. She's portrayed by Elizabeth Banks in the film adaptation of The Hunger Games. Effie works as the escort for District 12, particularly to Katniss Everdeen and Peeta Mellark in The Hunger Games trilogy. Her responsibilities include drawing Hunger Games tributes' names at reapings and subsequently escorting the tributes to the Capitol. She is very well known for her Capitol accent, upbeat attitude for the Games and the Capitol phrase, "May the odds be ever in your favour!" In The Hunger Games, Effie Trinket has pink hair, speculated to be a wig, and during the reaping wears a spring-green suit. As she gives speeches, she constantly adjusts her attire. In Catching Fire, Effie is adorned with brilliant pumpkin coloured locks, just as stunningly vibrant as the beautiful pink. She later changes her hair to a golden colour in order to match Katniss's mockingjay pin. In Mockingjay, Effie continues to wear her resplendent golden wig. It is also mentioned in Mockingjay that she has "a vacant look in her eyes." Effie can be described as oblivious to the sorrows and misfortunes that fall Effie Modelling Make up for Capitol Couture. She is very strict about manners and being "proper", as that is the Capitol's way. She is not in very good terms with Haymitch at the beginning because he is always drunk and a complete mess. She always tells Katniss and Peeta "You have no manners!" This angers Katniss as she can't help but think of the poor people from District 12 where having a meal is a rare occasion, so of course the District 12 tributes are going to stuff themselves. In an act to annoy Effie, Katniss starts to display some rude table manners on purpose and Peeta joins in soon after. Effie is a classic Capitol resident with impeccable manners, although in Mockingjay it is revealed she rebelled against the Capitol. Effie is a perfectionist and extremely punctual, complaining about how a five minute train delay would hugely affect her tightly packed schedule. However, she is known for being bright and bubbly at times when she is not being publicly humiliated or in the presence of undesirable manners.

Greasy Sae is a bony old woman who sells bowls of hot soup from a large kettle at The Hob in District 12. Katniss Everdeen and Gale Hawthorne traded with her often, and made a conscious effort to keep on good terms with her as she could consistently be counted on to buy wild dog as most of their other customers could afford to be more picky. Greasy Sae seems to make just about anything edible. Katniss mentions a winter specialty of Greasy Sae's that includes mice meat, pig entrails, and tree bark. She also mentions in passing a wild dog and rhubarb stew. Greasy Sae is not directly mentioned in the Hunger Games movie, but a character who is presumably her is seen dealing with Katniss. She gives the mockingjay pin to Katniss in the movie, although in the book, it was given to her by Madge.

While in District 8, as the bombs are being dropped, he covers Katniss with his own body so that she will live, demonstrating this. By showing her that he is not utterly devoted to Coin, he begins to gain Katniss's respect and trust. When President Coin sends Peeta to join Star Squad in the hopes that he will kill Katniss, Boggs swears that he will keep her safe. He has a heated conversation with President Coin on the subject, showing that his loyalties are with Katniss rather than Coin. Boggs meets an unfortunate death. As the Star Squad is clearing a street of pods, Boggs accidentally steps back onto a tile and has his legs blown off by a mine pod. Within a building, as they shelter from the effects of yet another pod, Boggs transfers the Holo over to Katniss's control. He also warns her not to trust "them", encourages her to continue on her mission to assassinate Snow, and tells her to kill Peeta (although Katniss never finds out what he is referring to as not trusting "them", and why she must kill Peeta.). Annie Cresta is a victor from District 4. Annie won the 70th Hunger Games. She is the wife of the late Finnick Odair and the mother of his child. During the 70th Hunger Games, Annie witnessed her fellow district partner being beheaded, which drove her to insanity. She has certain problems which includes her closing her eyes and covering her ears, laughing when it was unnecessary, and staring into the distance at strange times. After she saw her district partner die, Annie broke off from the Career Tributes and hid for the rest of the 70th Hunger Games, until an earthquake broke a dam and flooded the entire arena. Having grown up in District 4, Annie survived by being the best swimmer. Since then, she has been perceived as being mentally unstable. It seems that the only person who could calm her was Finnick Odair. Annie was the only true love of Finnick, who was the victor of the 65th Hunger Games. Annie was married and widowed by Finnick Odair the former victor of the 65th Hunger Games. They had one son. She has no other known family. Annie is described as a lovely young woman with dark flowing hair and sea green eyes. Katniss describes her as 'lovely if somewhat bedraggled' in Mockingjay. She is thought to be around 20 years old, as mentioned when Mags volunteered to take her place for the Third Quarter Quell.

Annie Cresta is a victor from District 4. Annie won the 70th Hunger Games. She is the wife of the late Finnick Odair and the mother of his child. During the 70th Hunger Games, Annie witnessed her fellow district partner being beheaded, which drove her to insanity. She has certain problems which includes her closing her eyes and covering her ears, laughing when it was unnecessary, and staring into the distance at strange times. After she saw her district partner die, Annie broke off from the Career Tributes and hid for the rest of the 70th Hunger Games, until an earthquake broke a dam and flooded the entire arena. Having grown up in District 4, Annie survived by being the best swimmer. Since then, she has been perceived as being mentally unstable. It seems that the only person who could calm her was Finnick Odair. Annie was the only true love of Finnick, who was the victor of the 65th Hunger Games. Annie was married and widowed by Finnick Odair the former victor of the 65th Hunger Games. They had one son. She has no other known family. Annie is described as a lovely young woman with dark flowing hair and sea green eyes. Katniss describes her as 'lovely if somewhat bedraggled' in Mockingjay. She is thought to be around 20 years old, as mentioned when Mags volunteered to take her place for the Third Quarter Quell.
